Developer from EVE released that the social network called 'COSMOS' will be included in the EVE winter expansion. And the Walking in Stations(3D avatars) will not be brought with the winter expansion. Until now, there is no further information about the expansion.
CCP lays out a few highlights on Fan Fest 08 of what the first COSMOS iteration will bring:
Character, corporation, and alliance profiles
A new mail system
A contacts system (two-way agreed friendships)
Mail and contacts will have parallel functionality in-game and through COSMOS
